This error typically has one of the following
causes:

The
"Teacher and training limits" option is ticked in
the LUSAS Configuration Utility
Un-tick
the option "Teacher and training limits" and then click OK and
start LUSAS Modeller again.

All license tokens
are already in use (network licenses only)
